The SiMTeM (Integrated System for Means of Transport and Goods) was implemented for air transport on 21 November 2025, and for maritime transport on 5 December 2025.
Since the system went live, errors and delays have been reported in customs clearance procedures and in the release of containers, with a direct impact on the logistics chain and on the operation of the main national container terminals. During the last week of 2025, the situation caused severe logistical constraints, with limitations on the acceptance of export containers at the Leixões and Lisbon terminals, due to congestion caused by delays in the exit of import containers.
In addition to the operational impact, these delays may result in additional costs throughout the logistics chain, namely due to the extension of container dwell times in terminals (demurrage, charged by shipping lines), as well as storage/parking costs incurred directly by terminals. Euroatla is monitoring the situation, carrying out daily tracking of terminal entries/exits and dwell times, interacting with shipping lines to mitigate operational impact, and maintaining proactive communication with customers.
